Why is it that in a country of so much apparent change, so little has altered? Some developments have been disastrous: the liberation dividend has included a loss of 12 years of average life expectancy since 1994. South Africa remains a country of two economies, one exploiting the other. Hein Marais engages these issues by explaining some of the fundamentals: both Afrikaner and African nationalisms bought into neo-liberalism; there has been an historically close relationship between capital and state; and the power of the minerals/energy complex and finance houses has persisted.
